If it increases property value, it could increase property taxes

It is irrelevant whether they got a permit or not. Before you purchase any house, you'll get the home inspected and the inspector will tell you whether anything is wrong. It is quite possible that it's been finished to code, even if they never got a building permit - just as it's possible they got a building permit but didn't finish it to code. That's what a pre-purchase home inspection is for.

unless you are putting in a bath or a door to the outside where there was none if it is just a cosmetic re do i don't think you would need a permit.

I thought property value is based on the average selling price of similar houses in your area in recent years, not the value of one particular house. No one knows the exact value of a house until it is sold.
