Depends what you mean by over the counter? If you mean ANYTHING from a store or supermarket, you've wasted your time, you can't find flea meds that work here. Stores aren't licensed to sell them.
You'll be OK with Frontline. Revolution and Advantage are also good, and Advocate, but these are really the only flea treatments worth bothering with. Listen, just make sure you get that Frontline on your dog's SKIN, not his fur, and he'll be sorted. Also be aware that you may need to treat your house - again, don't use store bought products - the Frontline will keep your dog covered, but you may still see fleas if you don't spray the house.

Frontline and Advantix are great products but obviously pricey. There are other cheaper products that work, but it all depends on how much time your dogs spend outside. If your dogs spend most of their time outside, then bite the bullet and spend your money for Frontline or Advantix. My wife and I have 2 indoor dogs, a boxer and a rough collie, that spend approx 45 minutes per day outside. We use Hartz flea drops on both. Neither have ever had a single flea in the 4 years we have been using this product.
We live in the Midwest so fleas are prevalent about 9 months out of the year.

Frontline and Advantix are the best two things I have found. I have a dog that has flea allergies and we have to use these brands. Any over the counter thing is almost a rip off because they are only god for 2-4 days usually.

the best flea/tick medicines are Frontline and K-9 Advantix. I've never heard anyone tell me that it didn't work. Some petstores will sell them over the counter, and others won't, and yet others don't sell them at all and you need to get them from the vet.
The next best I'd probably have to say Zodiac. But I have heard from buyers and co-workers that it didn't work.

I've found Advantix to be the best product on the market. The over-the-counter products don't work very well, unfortunately. We use advantix regularly, and even with frequent hiking and trips to the dog park, our dog has never had a flea problem. It's pricey but it definitely works.
