Usually the saying do you want to go out with me? means go on dates. After like 3 to 4 dates then you ask would you want to be my girlfriend

Normally you ask her out on a date first. After you spent some time together (usually more than 2 or 3 dates), then you come right out and ask.
You should never just ASSUME anything. If in doubt, always talk about it.
