I have been told that my next door neighbor is abusing my outside dog when I am not at home, I have no proof and I don't know what to do. My spouse refuses to believe it's true, but I am worried it might be. What do I do?

I'd set a trap...pretend you are leaving for work...drive down the street and park your vehicle out of sight. Then walk back home after 15-20 minutes...out of sight again. Then I'd sit inside and wait...take the day off work...

OR...call the bylaw officer in your area, it's their job to sit out and watch your neighbor...even if it is just a maybe?!

First the blue wall does not exist for every cop. IF you people don't think there are cops who will do th right thing you are wrong. Second you have ZERO proof. Have you ever heard the saying "Assume makes an *** out U and Me?" Ten to one she knew she was going to be yelled at, even though she wasn't and there is also the fact that some dogs are very skittish. So how about you NOT make assumptions and not try and ruin people's lives. I love how everyone has practically said call animal control call animal control. Animal control isn't going to do **** and it has NOTHING to do with the fact he's a cop and everything to do with the fact you have proof of nothing and are making your assumptions of an animal's reactions that you have no background to base it off with. Has it ever occurred to you that BECAUSE he is a state trooper and like any other cop works long hours and that the dog is more closely bonded with his wife despite his best efforts to get her to relax around him? The hell with trusting the judgment of an animal when you don't even know the full picture. You DON'T know what is happening. You are making an ASSUMPTION. And so you steal here which by way is a prosecutable crime AND should she be adopted or worse put to sleep they can also sue you for the value of her and you can also be possibly charged with a possible lower charge of property destruction.

I would set up a camera if you have one or can borrow one. I dont know if that will be allowed if you have to go to court so also maybe you should pretend to leave and sneak back home or leave someone at your house to witness it. You can also call the SPCA and have an investigation opened however this may be better if you have some type of proof. Does your dog have any physical signs of abuse??

set up a camera that views the area where your dog is kept. ask your neighbors to take pictures.

talk to the neighbor in question and ask them if there is some issue with the dog that is bothering them.

ie sometimes if a dog barks all the time people will get upset and try to do something about it - you need to talk to the person and see if something is going on.

set up a camera or stay home from work and watch. And if someone witnessed it like another neighbor I would ask them to call the cops and report it.
