I don't know if this is true or not, but a standard DVD can only hold about 9GB on a single layer disc, the PS3's Blu-Ray disc can hold 25GB on a single layer disc, so I guess it's because the 360's disc format can't hold all of the game data on one disc. Blu-Ray DVD is superior to regular DVD in every way!

It doesn't look like. It just looks like there is more downloadable content for the XBox 360. Please see below:
Both versions of the game (Xbox 360 and PlayStation 3) will likely be identical, but the Xbox 360 version will have exclusive downloadable episodic [sizeable] content. Rockstar have now spent over 3 years developing the game, and Dan Houser compares the leap from GTA III to GTA IV, to the leap from GTA to GTA III.

If GTA4 is going to be on the 360 it would be on mulitiple disc because the storage capacity of the game is too large. It would be on one disc on Blu-ray because Blu-ray has a bigger storage capacity than a DVD CD.

As of now Microsoft made a deal with Rockstar to get exclusive downloadable content which will either be on a separate disk or XBOX Live. Mostly they are saying another disk with back stories and other stuff to do in the game.

Apparently yes or Rockstar'll have to compress game for 360 - quality won't be that good. 360 uses DVD-9 discs (8.5 GB). Sony uses Blu-ray or (BD-DVD) - they can store up to 54 GB. There are prototypes of BD-DVD, that hold up to 200GB, so we can expect those ones in the future.
