PO: we, army guys, had a 17 year old running through the barracks (that's legal in NY).
PO: she knew everything she learned from porn and from her dad. Her dad's in jail for getting her pregnant.
PO: anyway if you wanted to get her in bed you just punched her lightly in the arm and it was game on.
ME: is that what you all did?
PO: yep.
PO: Alot of freaky **** going down there, all cops and co's.
ect, and more of the same for 30 pages, really awful.

A police officer is a police officer on or off duty. 24 hours a day. He has the right to issue a citation if he sees you or anyone else breaking the law. He called for additional units because you refused to sign the ticket (which is probable cause to have you cuffed up and booked in their local jail. You got off lucky with a warning!) As far as the tailgating I would march right into the police department front desk ask to speak to his watch commander or Watch Sergeant. Hopefully you remember this officers name. What he did was abuse under color of authority and an investigation can and will be opened. Plus he bumped your vehicle he could have caused an accident resulting in injury which is a form of assault. I hate when police officers act like they are untouchable. Report this officer he should not be allowed to carry a gun and a badge if he is out there running amuck! If this did indeed happen the way you say it did, he is in violation of so many laws and broke quite a few oaths. This officer bumping your vehicle is not legal. Is there damage to your vehicle? if so take pictures with you. How long ago did this happen? What city or state are you in? If this happened to me I would have went directly to the police station with this guy following me and then I would have reported it, also dispatch should have call logs as to what units are where, and at what time. Just remember what time this incident happened. I am not anti police. However I do work for a police department and have never heard of anything like this happening. We should be able to trust our police departments no matter what state or city we are in. It's officers like this that give all law enforcement a bad name. My advice to you is the next time you are pulled over, is to take the ticket, sign it (by signing a ticket you are NOT admitting to guilt, you are just promising to appear in court) and go to court and fight it if you were not doing anything wrong. Also do not argue! This will show you as an irrational person. The fact that you have to ask this question on here gives me reservations to your story. Any rational human being would go immediately to the police department and report it. Especially in this day and age. I urge you to file something especially since he bumped your car. Well, good luck! P.s If you file a complaint the department and the city has to look into it, because if injury were to occur the city and the deparmtment would be liable, financially. And now departments do not want to take on that kind of financial risk. Also this probably isn't the first time this officer has done something like this. The department may be looking at him now. But if you don't speak up this officer (and I use the term with vomit in my throat) can and will get away with it until someone speaks up. There is something you can do. I hate when people say that there is nothing you can do, because at our department EVERY complaint is looked into. This guy can get terminated and go to jail.

kind of raunchy, but doesn't describe anything illegal that I can see. Maybe he is reliving some old "glory" days from years ago. A lot of the cops I have met like to have sex too. Some are just freakier than others.

It sounds like this is a conversation of IM or something of that manner.
Maybe he sent it to you because you didn't tell him, it offended you in any manner. You also don't provide anything stating what lead to this part of the conversation.
If any of his comments bother you, then tell him.

I assume this is in a chat room? How do you know this is a police officer? How do you know it really happened? Do you know who this person is? Do you know what country this person is even in?
