My gosh, sexy_lil, that sure is a wide open question asking for a lot more wide open answers...lol
Nonetheless, I will assume the naughty issues are not of your endeavors and try to help because I think it's great a girl is serious about being serious for her man.
First...what to buy him...?
Guys are always hard to gift to...all their lives...! Yet, they really do like jewelry such as a ring, a bracelet id or a neck chain with a pendant. However, these may interfere with his work and play which could mean having to remove them and possibly losing them doing so...
He is just 20 and surely active enough at times to break a bracelet...thus, not a good choice for a lasting gift. Rings with or without stones tend to get scratched and stones often are lost as well...
That leaves the neck chain with a pendant as the best choice. Perhaps a pendant of a half heart (you have the other half) or a heart pendant with your initials on one side and the date on the other. That would be my choice as it carries a message as well...
Second...what to do for him...?
Well, hold that BJ until he buys "YOU" a ring, preferably an engagement one...GULP !
Only you know what his interests are, Lil, and here is your time to shine. If he likes sports, take him to a game of such he likes most. If he likes car action...racing ? demolition ? etc ? take him to that. If he likes a special movie, find it and spend the evening watching it together. Whichever you choose best, plan a lunch alone afterwards and then give him his gift...
Remember, Lil, this is your momment to shine in his eyes and your momment to draw closer together. Whatever the activity you choose, hold closer to him and ask questions about the activity he knows answers to even if you already know the answers. Then remind him of how smart he is for knowing the answers...! Thankyou kisses ??? No...just snuggle a little closer and let him decide about the kisses...!
You will create a beautiful time of sensuality like this, Lil, and I can assure you it will never be forgotten even by the most forgetful of guys...

I know it's gross but the best thing I ever got for my birthday (20th) from a girlfriend was porn and video games. For his birthday take him paint-balling or something active like that, and then go to a 18+ club or a party and try something new when you get home to make sure he remembers!

depends on how much energy and naughtiness you possess.
Buy him a camera to video tape it. That way he and you can always remember it, which is what you wanted in the first place...

then the four of you take turns doing and blowing him.
video tape it and burn it to dvd.

there is nothing you can buy that he cannot get for himself so get him something that speak about his personality. Something that lets him know you listen and pay attention to him.
