Yes, she's in heat, and can breed nay time now- you need to NEVER leave her unrestrained or unsupervised when outside for the next 2-3 weeks at least- both male and female dogs go to great lengths when they're in heat to get to breed...your dog is far too young. Be smart, call your vet and set up a spay.

Your only choices are to try the elizabethan collar or to purchase a topical product to place on the wound that tastes nasty and deters her from further licking. I can't off hand remember the name of it but any feed or pet store will know what I am speaking of. The vet may even carry it or something similar. Soft muzzle is a good suggestion too.

It will last for about 21 days. Seven days coming in heat, seven days in full heat, and seven days going out. She may bleed the entire time. If she's an inside dog, there are things you can order that she can wear, not sure what they're called. I just always called them doggie diapers. You can put sanitary napkins in them to catch the blood.

Your dog is female. She is around a year old. Her vagina is swollen and is leaking blood. She obvly isn't spayed otherwise you would have mentioned it.
Of course she's in heat!!!
You can buy menstrual pads for dogs in your local petstore. In the meantime, keep her locked up from male dogs (who will be able to smell her from 5 miles away) and make an appt to have her spayed.

Yes, your little girl is in heat. After the heat is over (about 3-4 weeks), you may consider to take her to the vet for spay.

I am going to assume that you are talking Female and you want to know if she is in heat.. Sounds like it.
When a dog stands on all 4 feet, what exactly is ' down there ' Wouldn't it be ' back there ' ??

Yes it sounds like she's in heat.
You can have her spayed while she's in heat if you choose to, but usually there's an additional charge for that in addition to the regular charge for spaying.
