For example.
Today i was at the gas station cleaning my car with the windshield thing before i was going to drive through the car wash. A cute guy started talking to me. I talked back: we were both laughing. Now... since he started the conversation he wouldn't know if i was interested.
Does this mean next time if a guy starts chatting me up and I am interested I should make an initiation to say, Hi I'm (my name). therefore he would know and have a chance to ask my number?
Thanks a million.
I need to know how to handle this in the future.

If he just comes up and starts talking to you for no reason.. He most likely is trying to start something cause he is interested.
give him a break and let him know if you are too.

It's a perfect opening line. He wouldn't necessarily speak with you unless there was some interest. Whether or not, he was looking for a particular response remains to be questioned. The point is, whenever you have a great opener and the person is someone you wouldn't mind having a date with, you can find out by asking "I was just going to have some coffee, would you like to join me?" If he's not able, you can always say 'maybe next time?' If he agrees, then exchange numbers. If he's reluctant, he may be in a relationship already, so steer clear of that unless you don't mind being the "flavor of the month."

The guy was just being friendly. I talk to strangers when I am in line or pumping my gas, but it does not mean anything.

I don't think that every guy that randomly talks to you is hitting on you but some are. If you introduce yoruself it does let him know you are interested. I think that is the best way to go about it.

Either your very beatiful he wants some attention and hoes to even get in the bed, or you may have a very nice girlfriend and he wants to get close to you and then have a shot at your friend.

nothing wrong with making the initiation to say hi, if you exchange things, numbers would be okay - otherwise a safer thing would be email addresses or something.

When you are interested you should introduce yourself. If you are bold enough you can ask for a phone number.
