Return the game. Talk to him/lecture him about stealing, trust, money, credit cards and how everyone wants things that they don't necessarily buy and that everyone has unsatisfied desires. Have him apologize for what he did and promise to never to do it again.

Let him know that you are willing to work with him in the future if he wants something expensive. You can help him set up a savings plan. Allow him to do some extra chores to get closer to his goals.

It doesn't seem out of line to not allow video game playing for some portion of time (2 weeks?) also.

Take away his allowance and privileges for a month and hide your credit cards better! I would also return the game.

Legally speaking there is nothing you can do. I would make him pay for it, or do chores around the house or a relative/neighbour's house until it is paid.

Also give him a stern talking to about resposibility and stealing.

I would give him a nice swat on the rear end. And then return the game as soon as it is delivered.
