using a cross between Radar and global positioning sattelite. to make the flatter objects glow using vertical beams. do you think hes onto something. if it dont get into enemy hands?

Well, I hate to break it down for you,
But tell your friend that stealth aircrafts are undetectable on radar since they don't have any flat surfaces from which radar rays can reflect from.
And the global positioning system is out of the equation, since you'd have to have a GPS transmitter on board the plane which transmits it's current location.
So mixing both won't do no good.
But if you manage to get a GPS transmitter on board a stealth enemy aircraft, you can monitor it's location any time. But getting it on board can be tricky since you'd have to be a real spy to get it done.
I haven't heard of a system yet designed to detect stealth aircrafts like the F-22 and F-117A, so they are still capable of operating invisible to radar.

Current "stealth" technology being used on things like the Stealth Fighter / Stealth Bomber are nice for reducing the radar signature of a vehicle ... but they're not perfect. There are definately ways to detect them - and most of these are well known by the developers and those who're looking to defeat this technology.

I think the funniest "whoops" when it came to detection of the Stealth Bomber was the sudden realization that the plane becomes a lot more visible to radar when flying in a rain-storm.

He's too late ...it can be done to a limited extent and not really of any combat use with cell phone technology. I'm sure the tech boys at the Skunk Works are dealing with it.
