Tell them who you are, why you want the information, and be ready to supply whatever information you have on your husband... service dates, service service number, duty stations. You may have to contact them in writing and provide a copy of your marriage certificate to verify your need to access privacy act data.
If he's been out of the Navy for a while, they may refer you to their archives...

As for VA, I went to the local VA office to get a copy of my discharge records and all they were able to supply was my DD-214. I got all the information, including how to get medical information from BUPERS (NPC).

you should be able to go down to the va hospital and talk to someone there, they will tell you how to get a hold of his records as to whether he is able to get va medical care, as for the records you dont say when he was in the military if it was a while ago, most of the records were not kept in the computer...they have only went to a full computerized system in the last few years as far as the hospitals

Go to the VA.GOV web site and you will find a place to apply for a copy of his records. You can also get in touch with your local VA clinic and they can help you with the application process.

I am not in the military, but I would think if you go back and ask them for his records, they will give them to you with the proper identification from you!
Good Luck!
