Yes he can get discharged. He would of been told if he was being proccessed for administrative discharge at his Captains Mast.
The Navy conducts disciplinary review boards prior to recommending that a sailor goes to Mast. The recommendations from these boards can weigh greatly on whether one gets seperated. Also their chain of command is present at the Mast proceedings, their they can vouch for the sailors work ethic and character. This can be a heavy factor as well. A good work ethic and attitude will save you in many cases.
Restriction is a little different between ships and shore commands.
On ship you are not allowed off the ship when it is in port. Every day you will muster 3 to 5 times day. You are not allowed civilian clothes. If assigned extra duty you will work for a different division for 2 hours a day after doing your regular work, and you must be in your designated living spaces from 10pm till 6am.
On shore most bases move you to a special room in the barracks that has beds, lockers and an alarm clock. You are only allowed to have uniforms, sleep attire, underwear and a set of PT clothes. No cellphones, video games, or TV in your room. You are not allowed to have visitors, nor are you allowed to go to another persons room or a public lounge. You still muster at least 3 times a day and have extra duty. Plus you are only allowed to go to the store 1 day a week for 30 minutes or so to get haircuts and toiletries. many places do not even allow any reading material except a bible or official military publications.

There is no simple answer to your question. A lot depends on the type of trouble he has been in, how many times he has been in trouble, how the command wants to proceed, etc .... If he was going to be discharged, then chances are he would know already, unless he is due to go before a disciplinary board.

It all depends on what he's in trouble for and what his CO wants to do about it. If it's minor stuff, he'll more than likely not get the boot in the butt but if it becomes habitual, he could face an OTH discharge.

yes he can. restriction means they can only leave their barracks room to work and go to the chow hall to eat or to Medical, and they must be escorted. they must also be inspected, usually daily(and sometimes twice), in their room in the uniform of the day. Additional restriction could include standing extra watches as well.
