You need to clean the surface to remove all traces of grease, dirt, moisture or other substances.
Then you have to decide what method you will use to remove the paint: scraping or by applying a solvent or stripping agent. Scraping or sandpaper can mar the concrete surface. Solvents and stripping agents can be toxic and don't work for all types of paint and concrete surfaces - you can ask that at the store where you are geting it, they should tell you because some paints are toxic as are solvents and stripping agents, and also many older paints contain lead. If you suspect that the paint you're removing contains lead, do not remove it yourself! -
Once you are done with the method you picked, you just need to rinse the concrete surface with water. And your done!

Try some laquer thinner. It will get damn near anything off of anything. Test a small patch on the floor in an unseen area to make sure it won't effect the concrete adversely.
