A very good question. That has no real answer.

NYS is very careful not to post non-higway speed limits (In NYC specially) and chooses to state in their laws the phrase "Reasonable and Prudent".

Years ago there were stated limits (30mph), however to many accidents got caught up in court when someone would do the limit and an accident occured.

Generally on the streets you might be able to do 25, Early Sunday mornings on the west side hwy I've been able to do 70

30 mph except where posted differently. Also, no turns on red, ever. The signs are posted in various spots in the city and around the bridges and tunnels.

There is usually so much traffic congestion that even if there was a speed limit, I don't think you'd make it far without having to stop again.

25 mp but you will never get to that speed
FDR and East Side highway 50 but same you will never make that speed.
