Yes, until last year year Romanian parents had to pay for their kids medical procedures, but after Romania's application to enter EU, it was less and less visible.
Now, Romania is a part of EU with lots of restriction on them to to improve and implement all the EU laws before they can be full members like Poland and Latvia.
To answer your question, officially no. Romanian government have implemented some impressive laws and procedures to enforce children's rights and free medicals, but unfortunately some health organisation in smaller towns and villages still exploit poor parents to pay for it.

Maybe, maybe not .. but if you send any money in response to the junk email you got from a Nigerian con-merchant, you can be sure you will not be helping them at all..
