the metric system is worked out such that all of these units are based on the same thing for water: 1 g of water = 1 cubic centimeter of water = 1 ml of water

Depends on what substance you are talking about. For water, there should be 10 mg. in 10 ml.

hypothetic question. 10 ml is some liquid and make a solution one is supposed to add some solvent in certain quantity. this quantity is only known by the person who has added.
