For culinary purposes, it is.

Botanically, it's a fruit (bears seeds in a swollen ovary)

You're right about it having seeds. Plus it grows on a vine. Thus, it's a fruit.

I read an interesting story: Back around the turn of the 20th Century, there was a tax or tarrif on vegetables butnot on fruit. Some enterprising farmers went to the Supreme Court and got the tomato declared a fruit to avoid the tax.

I agree, if the seeds are inside, it is considered a fruit (tomato, squash, cucumber, capsicum, eggplant, etc)

Any enlarged ovary of a plant is a fruit.

There is nothing vegetable-like about tomatoes.

Pumpkins, rose hips, avocados, peppers, eggplant..........
