I'd just use toasted coconut on top of your frosting. You could use some black licorice strings to tie up your bale, but that's the easiest way I can suggest.

Chow Mein Noodles!!
Make a square cake (hay bale shape) and frost it with a light icing (buttercream or something of that nature). Place chow mein noodles all over it. You might want to put a tiny bit of coloring in the icing to match the color of the noodles so it blends in.
You know the chow mein noodles that you use to make those butterscotch haystack cookies around Christmas time?
I think that would be perfect.

Top the cake with coconut flakes (color with yellow food coloring). Then use black licorice whips to create the "ties" they use when baling the hay. Get a little plastic farmer to put on top of it.....you just might be able to pull it off!

Take a rectangular piece of cake and frost thickly with pale yellow frosting. Take a toothpick and use the tip to draw many small grooves in it to resemble hay. Use a very thin point frosting tube to draw on the ropes in blue or red.
Garnish with some candy pumpkins at the base to complete the farm look.

Maybe if you took food coloring and dyed some coconut brown. Then top the cake with the coconut and then took a thin strip of icing to each side to resemble the baling wire.

The only thing I can think of that has the consistency and look of hay is spaghetti... hmm... Try using chocolate instead and freezing it in a mold one piece at a time and arranging it like a haystack... Or, try a simpler cake with cowboys and mountains and horses on it.

mix your frosting to the color you want and after you icing the cake take a fork and make lines across it, or use spaghetti to make the lines. You could also use spaghetti to use on the ends. Don't forget to pipe in the bailing twine to "hold" it together!!
