Windmill blades are thin and need to be smoothly curved to just the right shape to be efficient. And they must face the wind. Solar panels are flat, very wide, and must face the Sun. You would be FAR better off covering the unused ground UNDER the windmill with solar panels than putting the panels on the blades.

It probably could be done but it would be using the solar panels in a very sub-optimal manner (and as others have noted may force design compromises on the wind turbine).

Solar panels should be pointed at the sun (pretty much) and that won't let you do it (actually solar panels should be in space and beam the power they generate down as microwaves).

That would be like hanging an orange on an apple tree and expecting a different fruit to result. There are HUGE differences between wind power and solar power and they would NEVER be combined as you are suggesting because it would not be as efficient as using separate solar panels and wind generators.
