Can genital herpes only be transmitted during an outbreak?

No! Genital herpes can be passed whether a person is having an outbreak or not.

I personally contracted genital herpes 6+ years ago from a guy who was showing no signs or symptoms of the virus (he also failed to mention to me that he had it).

My fiance contracted the virus from me about a year and 1/2 ago. I hadn't had an outbreak in almost a year at that time and he still got the virus from me!

Herpes is a virus. It does not have to be during an outbreak that the virus is transferred, because the virus is still present when there is no obvious eruption.

One example, I know persons who carry the herpes simplex virus. This is the version of herpes that causes cold sores. These can be transmitted through kissing, even when there is no cold sore present. Fortunately, this virus can be controlled through the chicken pox vaccine. Genital herpes is a different story. Valtrex is a drug for genital herpes - the commercials say that herpes can be transferred with or without an outbreak.

My best friend has had genital herpes for about eight months now, and it's been really rough. She's had about 7 outbreaks. Everywhere I read it says it stops flaring up so much after time, but its not getting less frequent for her. She's been on Antiviral meds the whole time, too. She also has type 1 diabetes which she has had her whole life, which really weakens her immune system. Will it ever get better?

absolutely. you can also transmit genital herpes when you're not having an outbreak. best thing to do is use a condom always. :)
