proposal? girlfriend proposal or wedding proposal?
If its a girlfriend thing, IMO, just let it flow. Soon you get to kiss, get to hug, and soon maybe get to do "it" too. I guess that qualifies as "You two are now going steady"... or something.
Wedding proposals? Not sure about that...

Take your girl out to the best restaurant in town. Splurge on the best of everything.
When everything is perfect and you sense that the time is right, ask your girl if she would rather get married in June or August. (Salesmen call it the 'assumptive close.')
