Kinda depends on what you use for comparison.
The MiG-35 is a very good plane and will probably prove itself in the future. The MiG-29 (Fulcrum) was so-so. Good plane, but not the best.
The F-22 is also a very good plane with a bright future in front of it.
But for my money, I go with the proved. "As of 2005, the F-15 in all air forces has an air-to-air combined kill record of 103 kills to 0 losses in air combat, and excluding the case of a Japanese F-15J that shot down another F-15J in 1995 due to an AIM-9 Sidewinder safety malfunction during air-to-air combat training with live weapons)." [quoted from the wikipedia article.] In my book, a 103-0 kill rate makes this the best as far as air combat is concerned.

Of those two it would be the MIG-35. Other aircraft are also out there from numerous countries but restricting it to those two aircraft MIG-35. hard to compare fighters to fighter unless you are putting fully equipped front line aircraft against each other and that has not happened since Korea. The early air war in Vietnam pitted the "best fighters in the world at the time" according to U.S. military the F-8 and F-4 against MIG-17 and MIG-19 and the result was basically a win for the MIG's based on training. The U.S. pilots of that time were trained very heavily in missiles but the MIG's got in close and used guns. This is the reason the Navy and Air Force fighter schools were started. The F-15 has an exceptional kill ration but at the same time has never fought a front line Russian aircraft; most Russian aircraft sold to their allies are stripped down versions, the U.S. does much the same in most cases, so the kill ratio is highly inflated. A high percentage of those kills have been by Israeli pilots against inferior Arab country aircraft and pilots so is not an accurate measure of aircraft capability. The ME-109 was the second best German fighter by 1941 but still had an excellent kill ration against the front line Briish and American fighters because the Germa pilots were better, if you wish to argue this look at the list of aces and even excluding the people who think the Russians were "easy targets" you will notice even the Russian aces had higher scores against Germans then the U.S. or British and the highest are alomost all German.

The days of the dogfight are over. An F-22 would shoot down any acrobat before it even realized it was being stalked.
By the way, the Mig-35 is just an upgraded Fulcrum.

Over all Russian airctaft tend to have greater manuverbility than Western conterparts. The speed race is back and forth. In general in avoinics: The West was far ahead when the Soviet Union fell. Now even further. Combat experiance....USA/UK. Training/Tactic. The West.
Overall the West is significantly ahead in Air Combat capability.
So the answer is neither.

Don't expect any completely educated answers, just your typical armchair pilots gobbing off about aircraft they've never flown before. Like me.
It hasn't been used in combat before and not even fully tested for adoption by any armed forces yet. We'll never know. However, it is supposedly designed to be a multi-role aircraft rather than a dedicated air superiority fighter, so... probably not. Look into other Russian designs if you're interested, like the Su-37. Russian fighters are purported to be more agile than their American counterparts, if less capable in other areas.
