Is the type of steel used for katana swords made by the sword makers? or is it commercially bought?

Actually the best steel to make a sword or any bladed weapon is Spanish steel. Also Damascus steel is very good. It just depends on the maker and how many times the steel is folded.

All steels are made and ordered to a written specification.
Most commercial steel specifications are similar the world over, so most steels, no matter where they are purchased are pretty much the same.

In the olden days there were no mechanical forges and no forged steels. The sword blades were all hand made and they were made by hand forging the steels, which means that they layed layer upon layer of iron nodules on top of each other and hand forged them, with hammers and forges that could only reach temps of 1500 Deg F if they were lucky. They kept pounding away until they got a single piece of hand forged steel that could then be ground and polished by hand.

There is no way that an old hand forged steel sword could hold up to a modern forged steel sword. A modern blade would be tougher and sharper than any old time blade by far.

It depends on the purpose of the steel. Japanese steel making is quite advanced and produced really fine structural and other use steel.

The best specialized steel may still come form Swiss.

The steel used in the Swords is made by the artisans who make the swords. These are laminated steel blaned, forged and cured in charcoal forges operated by the individual sword maker.

Japan is very poor in iron reserves. The earliest (pre1600) swords were made of meteoric iron.
The best steel weapons, outside of Japan, were made of Damascus steel but the secret was lost. The best knife steel presently made is Swiss.

go on youtube and search on how katanas are made.. the way they were made make them the best swords.. not so much on the steel.
