Yes, this can be stopped. This is demonic type activity.
The Jesus of the Bible died, was buried, and resurrected for this very purpose to triumph over this evil realm. The Scripture said his death on the cross made a public spectacle of the enemy's work.
Want to be set free? Come to Jesus at the cross admit your going against his ways and submit to his authority. When you sincerely do this (It is no small thing to surrender all to Jesus.) then Jesus will give you his authority rebuke the demonic forces that are the source of this.
Please know that what is being done to you, Jesus would never do. He is a gentleman and waits for our invitation. If we say no to him he will respect that.

While you may not be joking, you must realize that most people you tell this to will have a hard time accepting it as true. Theologically, God rules all things, and if you rely on Him, He can help you get back to having a private mental life. Whether there are spirits or other forces involved, there is nothing too hard for God. Also, it helps to work this through with someone you can trust. If you know someone who is a good person, who knows about God and the Bible, and who understands some basic things about how the mind works, you should seek out such a person and tell them what is going on. It is always better to face these things with friends at your side. I hope and pray it goes well for you.

Well, I've only heard this in a NDE where a woman had a barrier put up around her by her angel or by God, (I forget which) in order to protect her from evil influences. The barrier was like a bubble all around her, and she could see the demons beyond it being outraged that they couldn't reach her.
However, I am not aware of HOW such a barrier is formed. I assume you have to do a small ritual of some sort, like the rosary, light some candles, plant some blessed wheat at the four corners of your house (or your property), find an icon of St Gerard (he was accused of awful stuff even though he was innocent, he would say things like: "Is that so?") and lead a really boring life for a few months.
Or you could get a rotting fish and bury it under their front porch in a shallow grave.

I find it odd that you talk to your enemy neighbours about the astrologer they hired.
Neither an astrologer nor a mind reader can read a single one of your thoughts. They're just guessing from other information about you as anyone could do.

I can't imagine that you are that intersting that your neighbours would want to listen to every bit of drivel that passes through your mind on a daily basis. Maybe you are using your mobile with blue tooth and they are just picking up your conversations. Are you African?

Yes, there are ways to stop them. But I think you are letting them pull you into drama.
Just stop being bothered.
Check you house for bugs and cameras. And ....
Get centered and find a protection spell if you like.
