I also assume this is a homework question, not a real emergency.
If you really miss a person abroad, fist contact the authorities before trying any of the suggestions below, if the local police is thinking the situation rates it they will do the things on this list, and better than you can do yourself because they have local knowledge. Most important, do not worry too much, most people missing are just not able to access a telephone or their e-mail.
Send him an e-mail, asking to reply as soon as possible.
If the person is traveling with a telephone, call and leave a message on the answering service.
Google for local news about the area he is traveling, it might be something as simple as a power-cut or a telephone line failure.
Contact the last place you know he stayed, (last known hotel, hostel, house of friends, ...) often people leave a destination in the books (or should when using hostels,) or tell their host about their plans.
If you know where he is headed for, contact all hotels and hostels (first the ones in the same price category as the ones he was using before,) in the hope he has booked in at one, or has at least phoned ahead trying to book one.
Place a small ad in the newspaper he is most likely to buy (USA Today?) asking him to phone home.
And most important, do not worry, as most people missing turn out just being out of touch, others prefer not to contact home for various reasons.
