Actually it would have been extremely rare for a girl of 9 to begin her menstral cycle. It is still rare today, and girls are entering puberty at younger and younger ages. In Biblical times, if memories of my old studies are accurate, the average age for the onset of menses in a girl was about 14.
When I was a young fellow, the average age had dropped to about 11.5, and is now around 11 years, with onset of puberty at 10 not being all that uncommon.

The human like any other animal God created on Earth becomes an adult as soon as we are able to reproduce. Do you think any other animal species wait to have sex after puberty because of their young age. I don't think so. It was mankind not God that established their own law on what age a child is considered an adult.

While this might seem atrocious today, there is one key fact that critics of this point seem to always leave out:
Your average lifespan was about thirty years.
Marrying at 14 back then was like marrying at thirty-five nowadays.

Basically, shorter life spans meant shorter spans for child-bearing. Marry young, parent young, die young. It's just how things were.
