No. Religion is totally unnecessary.
Most of the kids who wear their pants down so low aren't aware that the practice started in prisons, where inmates aren't allowed to have belts or other potential weapons. Those who WANT to look like dumb hoodlums should be allowed to do so, though. But then, they can't legitimately blame others when that's how they're treated. It was their choice.
