my husband is in the coast guard and is going to be promoted to chief sometime after the beginning of the year. I'm very excited about this and I wanted to get him something special but am not entirely sure what. I was considering a really nice pocket watch that I can get with his name and rank engraved. I also have considered a really nice bottle of scotch since he enjoys that kind of thing. What do you think? any other ideas.

The watch sounds like a great gift. If you check some of the web sites for the Army-Air Force, Navy and Coast Guard Exchanges you might even be able to find one there that you can buy with the Coast Guard emblem on it. Military dot com has a gift store link as well. You can then have a local jeweler do the personalized engraving.
Wish him the best from me and pass on my congratulations for his "getting the hat". Don't forget to pin on his chief's insignia on the big day.

A Yeasu Marine Transciever. Can listen to ships for thousands of miles, kinda like the Coast guard version of a police scanner.

I'd do both. Then he has a nice bottle to enjoy his promotion and a Watch to remember it by for the rest of his life.

A handfull of motrin, pepto bismol and a hot shower for after his indoc ceremony. Pocket watch is a great idea. Mabe a shadowbox if the guys at his command aren't already doing one.

If he gets a desk with his promotion, a nameplate for his desk with rank is good too.
I like the watch idea though. Its different.

A ring with the CPO emblem on it. They sell them at the NEX.
I wanted one for years, but would never spend the money on something like that for myself.
My wife bought me one for a retirement present.
