Well, the "best" is the current release of Photoshop, which will cost something like $700 or more.
If you want to explore the world of Adobe Photoshop without spending the big money for the full product, get Photoshop Elements 5.0. It is a tremendously powerful program and it only sells for $99.00. You can get it at http://www.adobe.com or any of the usual places you buy software.
You can use it practically right out of the box with the "Quick Fix" option and then you can advance into the full program, learning TONS about the Photoshop world as you go. Frankly, I think neither you nor I would ever explore the full capabilities of Photoshop Elements 5.0. If you ever DO think you are ready for more, you will already know much of what you will need to know about "real" Photoshop. They'll undoubtedly have a new and improved version by then.
Just go here http://www.adobe.com/products/photoshopelwin/tryout.html and click "Download Now" for a 30-day free trial.
Almost every single image on my Flickr site was processed with Photoshop Elements 5.0. Some have from zero to barely any post-processing at all and others have considerable amount of perspective alterations, saturation changes, etc., and these are specified under the picture most of the time.

Photoshop is a trade name of a photo imaging program designed by Adobe Systems. It is not a generic name for all photo imaging programs. The current Photoshop is CS3 and there is also its amateur incarnation, Photoshop Elements 5. If you are a beginner (and, indeed, and advanced amateur) you don't really need the full Photoshop program - Elements is more than adequate. There are also many other imaging programs available. PCs come bundled with a basic edition of Microsoft's 'Picture It'. There are also very good programs made by Corel (Paintshop Pro), Serif (Photoplus) and Ulead. Basic programs are available as freeware on the net such as Google's Picasa and Irfanview

Yes is the best program. If you have the money to buy it. If you don't they have Photo Shop Elements. It has a lot of bells and whistles itself.

Photoshop CS3 is the best! If you can afford the exrtended one for 3D video and scientific work, do it.

I use Adobe Photoshop. It can be quite pricey, but you can do pretty much anything you can imagine w/ it and a few tutorials or books (Scott Kelby is a great one to learn from).
