An adult/puppy from a shelter would be good for you
Why not get your mum&to go down to some shelter or pounds and let your choose from the adults or puppies. Adult dogs make great pets and alot calmer Make sure you pick 1 that suits your lifestyle .
there are many other breeds but don't buy on looks along or favorite breed alone, buy only one that suits your lifestyle.
Never EVER buy from a petstore!
Don't forget dogs aren't free! You have to pay for food water, vet care, worming and flea treatment, collars and leads etc
Puppies need 4 meals aday
Where as Adult only need 2

Most small dogs will bark. I don't think there any breed of dog that doesn't bark.
Cats of cause won't bark, some are very talkative other are quiet!

I have owned several breeds.. (mainly schnauzers), but I've met plenty of dogs of other breeds.. and the fact is dogs bark.. (even the besenji is LOUD when it wants to be).. Any dog you get will need to be trained.. for example one person on here said a dachshund doesn't bark.. and yet.. I've seen plenty of them that won't shut up.. Each dog is an individual.. They need work, they need alot of exercise.. (especially the small ones.. MOST small dogs are known for barking when they have too much energy)..

Get a Cavalier King Charles, preferably a female one coz she doesn't grow big. i've got 2 puppies - an 8 mth maltese and a 7 mth cavalier king charles. i've not heard my cavalier bark at other dogs or people except when playing with my male maltese, and she soft barks really cute while playing. this breed is extremely friendly, so do not expect her to bark at approaching strangers. instead my cavalier king charles wags her tail at anyone and any dog!
i've met some other cavalier king charles before and most of the time they have really good temperaments with people and dogs and make wonderful lap dogs. do note however to build up their confidence with lot of people and dogs around, otherwise they tend to grow timid.
most of the time she's very quiet when outside and at home as long as i'm with her, but take great care on this breed as they need a lot of human contact. she whines quite a lot when i'm not near her but her whining is so cute you can't help hugging her after.
i highly recommend cavalier king charles if you want a dog that's small and cute and don't bark at home and when out, very affectionate and playful! but i must warn you buying this breed is not going to be cheap.

A Basenji is a non-barking dog, but it's more on the medium size-range than small.
I have a miniature schnauzer who is small and barks occasionally, but for the most part she howls (which is much less shrill and more muted than her bark). She also does not shed, which was a big plus when we got her.

The Basenji (the barkless dog from Africa) is the only barkless dog. They do yodel, however when they get excited. And they are very smart, and not all that big. Google them and you can read all about them! They are cute little dogs with curly little tails, and are so agile as to be catlike. My guess is that they arent cheap to obtain, on account of their not being very common in the USA.

I think your out of luck.. dogs bark or make some sort of noise (whine or howl) so I think you may need to look for a different pet.

They're cheap at Walmart.
A poster.
ALL DOGS BARK!!!
Even the "barkless" breed will howl.
Shelter mutts make the best pets.
If you want a pure breed, look into Tibetian Spaniels.
