The use of the number 1 before a car number signifies that that number is assigned to another team. The team may be inactive and NASCAR is allowing another team to use this number, with pemission of the inactive team(same could happen with the number 3 but Richard Childress and NASCAR will not OK the use).
In the 60's the number 1 was added to the front of a number to signify that the car was a "Grand National,Winston West car".

Douglas is right, as usual. It should be noted that #27 was the number of Gils Villeneuve's Formula 1 car when he was driving for McClaren. Gils was Jaques' father, and was considered one of the greatest drivers of all time, second only to Ayrton Senna. He died while qualifying for Ferrari in the Belgian Gran Prix in 1982.

Whatever his number, he proved to be a class act. His move to go to the back of the pack showed that he has respect for his fellow drivers. I dislike JP, he's arrogant and disrespectful, but I think Villieneuve will make a nice transition into NASCAR

#27 is still registered I believe to Kirk Shelmerdine. But the car #127 is not. Each official car has a unique number, but can race a number not in the race that week.
