Leave them on the paper. That is what it is for. You won't find a pro bakery with time to take cookies off the parchment. LOL they even use the parchment to get the cookies off. Pick up the whole paper and slid them off.

Cool them on the pan with the parchment. There is no need to cool them on a rack at all unless you want them cooled faster. Yum! I want cookies now!

It's better to take it off. Leaving it on will cause steam to go into the cookies from the bottom side and make them tough and not crisp.

you can leave the cookies on, just use a metal spatula or metal offset spatula to slide under the cookies to remove them.
