You're probably too young to date. Ask them when they think you should be able to and listen to them.

You didn't say how old you are. Start by asking your mom how old she was when she started dating. She might have differnt ideas about when you're old enough to go out with a group of friends as opposed to just boy/girl. My nephew wanted to date when he was 10. His mom made him wait until he was 13. My neice went on her first date at 13 with mom driving and with her older brother and his girl friend.

If you don't know how to say, "Mom, dad, I want to start dating", perhaps you are too young to be thinking about dating.
Concentrate on school, don't waste your time with dating. School is more important.

Don't tell them. What I mean is - talk to them about their thoughts on it. They will immediately figure out that you want to take this step. If you do it in a non confrontational manner you might find them easier to deal with.

Just tell them that. Very clear, very up front. Then they will tell you if they are comfortable with that. If you are under 15 don't expect a really warm reception.
