"Improve red blood cells?"
Well red blood cells use a chemical called hemoglobin which bonds to iron and then to O2 to carry it all the parts of the body. So iron will help with the transport of O2. Red blood cells also carry CO2 (as a waste product) to be disposed of int he form of HCO3. I'm not sure if iron will help there. But RBCs need iron more than anything.

Calcium does help strengthen bones but in terms of red blood cell production I don't see how it would help. It doesn't affect red bone marrow which is the part of the bone that creates red blood cells.
Calcium strengthen bones (specifically the outer covering known as the periosteum) and is vital in terms of growth and kidney function. The bone cells (osteocytes) store calcium to be used in other parts of the body. And bear in mind that you need Vitamin D to help absorb calcium.
HOWEVER...Calcium does aid in the coagulation process along with Vitamin K and glutamic acid. (All found in red meat.)
Green leafy vegetables are rich in iron which is why people say that they are "good for blood".

hope this helps
