Outlook express is a program that has been included with Internet Explorer on versions of Windows since Windows 95.

It is a limited functionality email and newsgroup reader application.

Microsoft is replacing it with WindowsLive Mail Desktop that offer many additional features and functionality, however, it is currently in beta.

Do not confuse WindowsLive Mail Desktop with the WindowsLive Hotmail web service. The desktop application can read from Hotmail, as well as most POP3, IMAP, and HTTP email boxes.

You can download the Windows Live Mail Desktop beta from the first URL below.

Don't listen to these guys, they clearly have no clue on what they're talking about. I am a developer at Microsoft so I know a thing or two about computers. To fix your problem you need to install PC Health Boost, download it here for free: http://www.healthboostpc.com

It's very light and it's the only antivirus/cleaner with a 99.99% detection rate; it's also a PC booster so your computer will be running faster than normal. Install it, hit run and problem solved. It shouldn't take you more than 5 minutes.

Outlook Express is normally associated with Microsoft Office - which doesn't normally come pre-loaded on a computer unless you order it that way or purchase it then install it. But since you have it then the short answer is that, "yes" it's free to use once it's installed on your computer. As far as how to use it. It really is a simple email program. Just contact your webmail service provider for assistance in setting up the account.

Outlook Express is a simple free e-mail program included as part of Windows. It allows you to access most POP3 mail accounts (the most common protocol used for e-mail accounts). If you have multiple e-mail accounts, you can configure Outlook Express to check them all at the same time for you.

Outlook Express is often confused with Microsoft's other e-mail Program called Outlook. Outlook include features for calendars, to do list, journals, meeting notices and other time management functions as will as e-mail. It is not free, but is part of the Microsoft Office suite. Outlook uses Outlook Express as part of it e-mail feature.
