It means that God has allowed people who turned away from Him to be blinded to the fact that He is the only true God and that their idols are nothing.

Barnes notes on the Bible -

He hath shut their eyes - God hath closed their eyes.

The word used here, טה tÌ£ah from טוה tÌ£ûah denotes properly “to spread over”; to besmear; to plaster;

Here it means to cover over the eyes so as to prevent vision; and hence, metaphorically, to make them stupid, ignorant, dull.

It is attributed to God in accordance with the common statement of the Scriptures, that he does what he permits to be done It does not mean that God had done it by any physical, or direct agency, but that it had occurred under the administration of his Providence.

It is also true that the Hebrew writers sometimes employ an active verb when the signification is passive, and when the main idea is, that anything was in fact done. Here the main point is not the agent by which this was done, but the fact that their eyes were blinded - and perhaps all the force of the verb טה tÌ£ah used here would be expressed if it was rendered in an impersonal, or in a passive form, ‘it is covered as to their eyes,’ that is, their eyes are shut, without suggesting that it was done by God.

Isaiah was a prophet. Here he was talking about idolotry, the worship of Idols, graven images and such. He is saying thet those who worship them are blind to God and the commandments, they don't know what they are doing, they are ignorant of what Gods has commanded. Theri eyes are closed and they do not understand because their beleifs are in false gods and not God.

i think this passage talks about people who do not beleive in god or do not know the difference between right and wrong.

It means the person is closed-minded and doesn't have the ability to see any other position than their own.
