No. One of the problems with the UN is that it places too many restrictions on the units. They can't engage other combatants.

NATO relies on in field unit commanders to make more of the engage-not engage decisions. Units are able to respond to force directed at them.

The UN takes forever to make decisions and react to situations.

nato allows its units and area commanders to react to changing situations and will update equipment and add units faster.
nato will make use of more equipment than most un ops ever do.

The Un treads lightly so as to not upset anyone, nato will go and talk to people and let locals know the situation.

Therefore in certain situations it is better for nato to be in there than the un.

for example if a road needs to be rebuilt between two villages, the UN will take several weeks to get the decision made, then take another month to authorize the equipment which will take another two months to get there (if then). With nato the same road will be rebuilt by the military in two weeks so they can patrol faster, easier and make way for the local supply vehicles and reconstruction crews or who ever needs the road access.

Would be hard to do the U.N. runs many civilian agencies with no connection to the Military around the world.

2* In fact in recent years Germany and France have been trying to break away from NATO because they feel it is being run more for the sake of America than European countries.
