I can't speak for the Army but in the Marine Corps a Sergeant must make Staff Sergeant by the 13 year mark or he is seperated.

Still Honorable and is even given $10,000

Private to Specialist is automatic as long as you don't get in trouble, qualify on your weapon, and pass the annual PT tests. You can stay a Specialist for your Army Carreer, it's possible, a 10 yr career as a Specialist possible, but I would just move up. Sooner or later you commander will want you to go to a NCO Academy to become a NCO. I hated being a Specialist, standing at parade rest, and being a follower.
but if you want to be taken care of and not have responsibilites like giving classes, instructing PT, and squad leader, SPC is fine.

Generally no. In the guard or reserve you generally can. But if you are active duty and aren't gaining rank at an acceptable pace, you are aren't allowed to re-enlist. I forget the what the numbers are.

I like the old specialist system (waaaay before my time). Allowed people to gain rank and pay without being an NCO and the added responsibilities and such.

there is something called High Year Tenure.. if you fail to select to the next paygrade within that time frame, you are discharged. They don't want people to not constantly be trying oi advance/improve themselves.

In a war environment, they will keep you as long as you are needed at that pay grade. It's up to you to get promoted.
