The Environmental Protection Agency gives a nice overview.
My own school is trying to come up with more Green Chem experiments to use in their Chemistry courses. Essentially, the idea is to produce chemical reactions by which any products are useful and non-hazardous. If the original reactants are generally thought of as useless waste, and you turn them into something useful and non-hazardous, then this is an example of "green" chemistry.
