They are the second in chain of command, directly below the exec chef. Kind of like a manager/assistant manager deal. The are able to fill in where needed and know each position on the line. Also are knowledgeable about how the kitchen should be run if they would need to take over for the executive in case of absence/vacation or when they are off-duty.

sous means under, the sous chef is ranked underneath the executive chef. Directly involved with food production and supervision of daily kitchen tasks by the cooks.

Works under the direction of the Executive Chef, following instructions on basic prep work etc. of the meal.

Sous ("below" or "reporting to" in French) means that he has to consult with somebody else to resolve a problem.
Go right to the top i.e. address somebody whose title doesn't have "sous" in it.
