I grew up in Las Vegas and I now live in Hawaii. Open toed shoes are okay here but not toe rings just thought it was weird.

i've never heard that before. I'd guess it has to do with the type of shoe being unprofessional

I think that open-toed shoes in general would be considered unprofessional, so toe-adornments would be worse. I think it's mostly because toe rings are not traditional in the professional environment. It doesn't necessarily mean you shouldn't wear them. They're just not mainstream. Cornrows and braided hair are not considered professional in many offices, even though they are neat and pulled back. It really depends on the environment you're in.

Because in a professional situation you don't wear open toed shoes. That's a given. Where were you brought up?

Good questions. You shouldn't be showing your toes if you're in a professional environment anyway....so who's going to see your toes.
