Normally I would write Dear Sir, but it's going to an office where I think they are all or mostly women (the local council).

I actually prefer Sir/Madam to "To whom it may concern". The latter sounds way too formal to me.

'To Whom It May Concern' is a classic, some people use 'Sir or Madam." Another good one, if you don't want to betray the fact that you don't know who you're speaking to, is to use their title, such as 'To the Editor' or whatever. If it's a REALLY formal letter then 'Dear' isn't used. Hope this helped!

First of all you should have done your homework before sending any formal letter to find out who in particular the letter should be addressed to. With the internet, this isn't difficult information to locate. Most letters sent to a general Dear Sir/Madam go nowhere. Formal letters go to a specific person.
