If so, why doesn't every male have it, instead of only some?

Actually both female & male hormones (androgens) are linked to acne. Androgens stimulate oil production & the oil provides food for acne causing bacteria.

It's not clear why some people suffer from acne while others do not.

It depends on your age. Younger people (going through the teen years) are bathed in testosterone. Your body chemistry is going through radical changes and part of that is made up of bone, muscle and other tissue growth. Unfortunately, the male glands and make up manifest themselves in awkward ways: changed voice tone, acne, etc ..

You will outgrow this stage but the effects of acne can last. There are things you can do about it. Check this out if you like:

that the acne is caused by the hormones, the hormones are substances that have an effect on your body
