They are talking about prisons. So, if you are interested in becoming a peace officer, or work in health care, there are quite a few positions, plus related positions. HIV, Hepatitis C, A and B are in the prisons. They monitor TB closely. Mood disorders and psychoses are quite common. There are lots of personality disorders that complicate treatment. They monitor suicidal behavior to try to keep the numbers down.

People in prison get the same physical diseases and problems (perhaps more because of not taking care of themselves) as people outside of prison. Care is uneven.

There are gangs in prison, lots of violence and drugs and alcohol find ways of getting in. How do you deal with all of this with limited resources?

Also, wouldn't it have been better if we were dealing with the kids as they were little to hopefully not get to this point?

The Three Strikes has ended up being very costly and it doesn't seem to have cut down on people coming back to prison. We need to beef up the support in the community through parole/probation.

Correctional is a politcally correct way of saying that, whoever used that term doesn't like the way things are and wants to force changes to keep it from happening or to stop it completely. This is conformity through enforcement that is what correctional is.
If you ever hear someone using that term, they are hostile and treat them as such. Maybe not to you directly but that is one of those token words you hear coming from anyone and you tell yourself they're hostile, fight or flight.
