I would have to say Chuck Norris.
Mainly because Bruce Lee is DEAD and therefore slightly mushy
However with the fossilization process, Mr. Lee may become harder than Norris in a few thousand years or so!

Bruce Lee by far, as Chuck Norris hasn't got a clue what he is doing and makes martial arts look bad.

sorry to go against all other answers but bruce lee was famous for acting in action movies and had a hard time convincing hollywood he was the real deal.In order to do this he had a fight set up to prove how good he was(full contact)he won by a final round ko and struggled badly and didnt look to good in doing so..chuck norris was world champion several times as well as mastering other styles so no matter how a big a bruce lee fan it would be a no contester sorrt but true

Chuck Norris was a pupil of Bruce Lee,as well as other still living celebs.Their is a lot of documented history of who Bruce lee impacted,please research this.

Probably Bruce Lee but the hardest person is the one who walks away from triouble for that takes some doing.

Considering the fact that Bruce Lee is dead and rigor mortis more or less renders a corpse stiff as a board, I'd say Bruce is the hardest.

Chuck Norris...Dust isn't very hard.
When Bruce was alive though, he would have kicked Chuck's butt. Van Damme and Segal are better than Chuck Norris.
