The Bible says David wanted to marry the Daughter of Saul.
Saul tells him to bring 100 PENIS foreskins as a token.
David kills 200 Philistines and brings their Penile foreskins to Saul as dowry for his first wife (Saul's daughter Michal).

Saul was the first King of the Jews and he came up with this "dowry" because he knew that David was going to succeed him as King. It was part of a plot to get David killed and not a traditional dowry request.

I think his future father-in-law only wanted 100 but being the overacheiver he was and since God was in his corner David got 200 to impress him.

I think they do. I was going to marry a girl but her father demanded more foreskins than I could come up with. Stupidly, I kept killing Jewish men. It took me a while to figure it out, and by then somebody else had come up with the right number so he got her.
Lucky for me she blew up like a hippo.
