Buy a DVD recorder/VCR unit in which you can record either direction from one to the other. Recorder cost is around $170 & up. Blank DVD's cost about 40¢ and hold almost 2 hours of video.
Take your tapes to a company that converts video formats. Costs about $40 per transfer (tape, in your case).
Buy capture equipment, editing software, DVD burning software, and DVD burner if necessary and do it yourself, taking much time and trouble.

There are a lot of places that will convert your VHS's into DVD's. On the other hand, there are devices that you can purchase for the home to do the same work. It's a little pricey, but it's yours. So burn away, either at home, or with a photo place. Don't give them the "you know what tapes."

Buy a DVD/VHS player recorder. I have a Magnavox M W R 20V6 which has several problems but works for recording to and from both mediums.

start here, this link will answer the basic questions for you. you will need to think about how much $$ you want to spend on new parts parts for your pc to do the work /upgrades to your pc if necessary to get your machine equipped to do the work. there are numerous usb to video input devices out there which will also do the job, provided the pc you are using has the cpu speed/ram and the dvd burner. the usb solutions generally have lower quality, but they cost less. not the most informative answer, but need more info to be more specific
