how do u get black & white pictures then make the color of ur eyes or shirt stand out ?
and heres another thing i cant figure out
how do u get ur pictures to blink different colors ?

You basically 1) copy the picture and put it on a separate layer
2) Hide the original layer, 3) turn the copy to B&W 4) select the portion you want to stand out and mask it 5) go to another layer and add your color on that layer, make sure this new layer on ON TOP of the B&W layer 6) adjust and tweak until satisfied

As for blinking, that sounds like the job of an animated GIF, which is NOT a function of Photoshop at all.

If you want to make certain colours stand out, follow these instructions:
1) On the layers panel, right-click on your background and Duplicate it
2) Select the layer you just made and go to Image > Adjustments > Desaturate
3) Then select the eraser, and still working on the top (now B+W) layer, erase the bits (eg. eyes/shirt) that you want to be in colour.
4) If you want them to be a different colour (eg. turn blue eyes green) duplicate the background layer and press CTRL+U (Image > Adjustments > Hue/Saturation) and play with those settings, making sure that your B+W layer is always on top.

As for making colours blink, that's not photoshop, it's ImageReady.
1) Open your image in ImageReady
2) Duplicate the background layer, then click the little Eye to hide your new layer
3) On the animation panel, click the Duplicate Current Frame button
4) Un-hide your layer with the Eye button
5) Press CTRL+U and change the hue/saturation
6) Duplicate your newest layer and hide it
7) Duplicate the newest frame and un-hide the newest layer
8) Etc...

Or just search something like "photoshop tutorial black and white photo colour eyes" or "imageready tutorial flashing colours"
