Just because a girl likes to party and dance and flirt does not mean that she is not relationship material. The only way you will really know is to talk to her about what she is looking for in a relationship. She could be a girl who just likes to go out and have a good time. And as far as the flirting, she might just be trying to move herself out of the singles category and once she does the flirting will stop with other guys.

No. Just like a guy, she is out sowing her wild oats. When she stops partying and starts getting serious with her life...that is when you know a girl is ready for a committed relationship. I would advise putting this girl into your 'friend' category for now, she's not ready.
Find a woman who knows what she wants out of life and is doing the proper things to attain that 'perfect life'. Here is a tip: she is probably that girl who is hanging out with her close girlfriends watching movies or studying on a Friday/Saturday night. She may not be the life of the party but she is the kind of girl that will give a damn about you, not use you for money or sex and wont be a shoulder to cry on when it comes to other men. Another tip: stay away from a girl that just broke up with a guy...the relationship stability isn't there and you WILL be used as a rebound.

It all depends on the girl. I am the flirtatious, party type but in a relationship, I am completely loyal. Course she may be the opposite and always looking for the next best thing.

She sounds kind of not relationship material, but thats just me. I dont know her so for all I know she could be a great person to have a relationship with. Try getting to know her better, maybe asking her some questions and taking her out.
